Thomas L. Hughes, a Minnesota native,
graduated from Carleton College, Oxford
University (Rhodes Scholar), and Yale Law
School. After two years as an Air Force

on Capitol Hill—fi rst to Senator (later Vice
President) Hubert Humphrey (1955-58) and
then to Congressman (later Under Secretary
of State and Ambassador) Chester Bowles
(1959-60.)
Appointed by President Kennedy as
Director (Assistant Secretary) of Intelligence
and Research, Hughes remained in that post through the Johnson
administration. After serving as Minister and DCM in the American
Embassy in London (1969-70), Hughes became President of the
Carnegie Endowment for International Peace (1971-91). He continues
to serve on foundation and academic boards.voir moins
